2.3 Emergency Response
During emergencies, timely relief interventions such as provision of food, potable water, shelter and medical services to disaster victims are undertaken with the aim of saving lives. After the emergency situations subside, recovery and rehabilitation measures through provision of draught oxen, seeds and hand tools in cropping areas and to some extent, restocking of depleted livestock resources in the pastoral areas are also required to be undertaken in order to sustain the livelihoods of victims.

3. Organizational Structure of Disaster Prevention, Preparedness and Management in Ethiopia
At the apex of the structure for disaster prevention and preparedness in Ethiopia is the National Disaster Prevention and Preparedness Committee (NDPPC). The overall decision making responsibilities at national level for all matters regarding disaster prevention and management rest on the NDPPC. This Committee, chaired by the Deputy Prime Minister, consists of such ministers as minister of Finance, Health and Economic Development and Coordination.

Similar arrangements are made at regional, zonal and wereda levels.

The DPPA is the secretariat of the National Committee with a mandate to co-ordinate the day-to-day activities pertaining to disaster prevention and preparedness. Its efforts are supported by different committees, such as the National Early Warning Committee and a Crisis Management Group, which meets during major emergencies.
